1) Changed scover flag:
	a. Set even when printing.
	b. Clear on next move command.
2) Bin count is not altered on a cover open.
3) Bin count is not altered on a pick failure.
4) Carriage stall recovery:
	a. No disk in picker will restart LEX and retry move.
	b. Disk in picker will clear lstcmd and set LEX error.
		Recovery: Remove disk, system will restart LEX and go idle.
5) Corrected problem with USB off and then on line causing invalid PEN code.
